Implementing the policy of 12-year compulsory education can not only improve the quality of education, but also make a significant breakthrough in our school system. This research attempted to understand the gaps between the idea of 12-year compulsory education policy and the current situation of implementing compare the ranking while overquotas. Moreover, the researcher focused on analyzing the potential problem of implementing the 12-year compulsory education policy and investigating the criteria and items of giving bonus points to junior high school students in order to find alternatives and give suggestions to those school authorities, students and their parents for coping with the policy delimma. In consideration of that each district has its different ranking items for enrolling high school, this research had started on exploring the background and concepts of the 12-year compulsory education policy. After collecting references, such as published books, journals, newspapers, magazines and government officials, the researcher had confirmed research questions and had added depth interviews to compensate for the lack of references, besides, the questions of interviews had been set based on the ranking items and the way of distributing of high school enrollment. This research had not mainly focused on exploring the advantage and disadvantage of the ranking items of 12-year compulsory education, but the design of Examinations-Free Entrance Competition. In order to avoid the phenomenon of unforced-misunderstanding, the interview objects were selected from five areas, including educational policy departments, principals of junior high schools, teacher groups, parent groups and seed promoting teacher of 12-year compulsory education. After analyzing and summing up, the results of this research were as following: 1.The fairness concerns:(a)the fairness issue of adopting competition performances; (b)the fairness issue of giving bonus points to student for enrolling nearby schools; (c)the design of distributing process;(d)the problem of three divided levels in the educational examination 2.The concerns of supporting measures: (a) teachers had to take too many compulsory and varied lessons; (b) compulsory subjects generated a lot due to curriculum guideline adjustment. 3.The myth of elite schools: elite schools were shaped by united examination system for decades, it had been deeply rooted and hardly to be changed in the mind of general people in short time. Based on the results of this study, the following suggestions had been given to education authority of Yi-Lan and future researchers: 1. It was necessary to review the adopting principles of Examinations-Free Entrance Competition, and confirm those principles corresponding with education criteria. Those education authorities should eliminate unsuitable ranking items and should adjust the way to count bonus points. 2. It had to be abolished the limits of regional quota ratio in distributing process: At first stage, junior high school graduates were distributed based on certain ratio and which was supposed to lead students to study in their hometown. However, some students’ wishes were restricted by those limits, so that the idea of talent development couldn’t be achieved. 3.It was essential to adopt opinions from teachers of grass-roots, and never took a top-down thoughts to implement the policy; besides, the teacher studies had to be set on school-based, and the lack of subject credits in high school curriculum guideline draft should be noticed. 王漢國 2014 學位論文 ; thesis 190 zh-TW
