There are lots of causes that affect competitiveness such as resource allocation, organizational capabilities, strategic development and competencies. The competitive advantages of organization are based on employees’ competencies and thereby can create value. So, competitiveness is the critical index that can decide whether rise or not in the highly competitive conditions. According to the research of Spencer & Spencer (1993), competencies are a potential fitness of jobs. Competencies are the acting when a person who is under a complicated situation so that we can predict the performance and behaviors accordingly. The applications are extensive, such as recruitment, competitiveness improvement and organizational capabilities. Therefore, competencies should be the key point of an organization. If the organization know how to deploy the competencies with strategies, that will create much better competitive advantages and differences than other organizations and also enhance the overall competitiveness. For an organization, strategies are important operational guidelines. It was quoted from lots of schools of strategy such as Design School, Planning School, Positioning School and Entrepreneurial School …etc. Generally speaking, strategic types are the processes that organize interact with environment according to their resources. It’s also an action line that can most appropriate integrate organization’s past, present and future. The purpose is to improve the competitive advantages of organization in a highly competitive environment so the strategic types exhibit the features of environment and resources. It will affect the performance of organizational competencies in individual level and further affect the result of organizational competencies. This study attempts to start with the perspective of academic, Resource-based View, to explore the relevance between competencies and competitiveness. By questionnaire survey aims on employees of Taiwanese enterprises with convenience sampling survey, then analyze through descriptive statistics, reliability analysis, correlation and multiple regression methods. The patterns of decision-making, companies in our country, often affected by industrial environments, institutional environments, cultural relations or characteristics of business owners. This study attempts to empirical the effectiveness of competencies to competitiveness whether if it been adjusted by the different strategic types of enterprise or not. The study found competency of management behavior has a positive impact in competitiveness and the different series of competencies will have positive impacts in different dimensions. The different strategy types will have adjustment-effects to different series of competencies and different dimensions of competitiveness. This study depicts what the advantages of Descriptive School are and provides enterprises the foundation of thinking about capabilities in the present and future.
