碩士 === 輔仁大學 === 企業管理學系管理學碩士在職專班 === 102 === National Health Insurance was implemented in 1995 and started to lose money in 1998. The deficit was about 30 billion NT dollars in 2008. Under the pressure of the enlargement of financial deficit of NHI, Executive Yuan implemented 2nd Generation NHI, hoping to resolve the serious financial crisis. There are more progressive institutional design and program implementation of caring for the poor, practicing of social justice, enlargement of citizen participation and balance of NHI finance on 2nd Generation NHI. However, whether supplementary premium or linking revenues and expenditures can fill the financial gap and change the unbalanced medical environment is the main topic of this study. The main purpose of the study is to explore the positive performance after the 2nd Generation NHI was implemented. First, by arranging domestic and foreign reference and data which is related to NHI, the writer found the core problem of the NHI as the foundation of the study. Second, the writer held some deep interviews and public hearing, hoping to combine quantitative data and qualitative data by the advice of different position. Last, the writer hopes to frame some fair and objective advice to solve the core problem. The study systematically reviews NHI policy which was implemented over 19 years. Besides, Ten-Year Long-term Care Program of ROC will end in 2016 and the national policy－Long-Term Care Insurance－will be implemented soon. Also, the study can provide feasible advice when Executive Yuan formulate NHI and Long-Term Care Insurance policy in the future.
