We, in Taiwan, have done such elections numerous times during the past decades. The election districts have also been changed several times during the past decades. It can be seen that the voting behavior and the electoral districting are coupled and inseparable. Previous studies have proposed many electoral districting methods, such as genetic algorithms, computational geometry, bi-partitioning, etc. Every method has its advantages and contributions. However, due to the limitations of the computation environments, it is hard to discuss the multi-region electoral districting thoroughly. In this thesis, we proposed a mechanism for electoral districting through controlling the population errors as well as the shape of the electoral districts. By using the concept of “indivisible region”, the districted results become more reasonable. Combining with the administrative boundaries, natural boundaries, population, and spatial information, we can use the geographic information system software to present our districting results. Not only can present our results quantitatively but also present them spatially and systematically. We use Zhanghua County as an example to illustrate our mechanism and compare our results with the Central Election Commission’s results.
