In the year of 94th ROC calendar, August, after the constitutional amendment was passed, the newly introduced electoral districting system called as “Single-District Two-Votes System” has been adopted in the legislative members (lawmakers) election. The Central Electoral Commission also renew the electoral-districting process again on all City and County constituencies. Therefore, the issue of demarcation for all constituencies, the districts so represented by an elected legislator will change along with the electoral system, it is become a quite important point. Through the search of all integrated information which was done by many researchers previous experiment result, the complexity of the electoral districting are getting increased, The System development is also restricted on the matter of current time. For example, the insufficient computer resources or program environment is not mature enough. Therefore to carry out the steps of execution for complete electoral districting is really not an easy task. In the content of this paper, on the one hand by using of today's more powerful computer equipment, with multi-core parallel computing programming the electoral districting will be getting faster and better efficiency. On the other hand we also improved districting algorithm to obtain more and better solution set. For example, introduction of the concept of the origin- districting, that is system can obtain the best result of districting within the maximum range of load. We also propose an indexing approach, using an index-solution instead of the actual solution to save the storage space. In addition, the system also put into practice "once divided, then apply it for many times" concept, and also separate the steps, that is time-consuming and boredom of doing districting part from the very applicable study and analysis part, so that let the researchers can focus their valuable time on the applied and analytical aspects, in order to improve the overall value and effectiveness of studying.
