Now, people are used to communicating with each other by mobile and Internet. However, the advancement of Internet technology also brings people several uncertain risk factors. With the advancement of technology, the fraud techniques have been innovated continuously. The perpetrators start to utilize the communication tool of "non –face to face" to commit a crime. On the one hand they try to find an appropriate communications equipment and software and combine technologies, on the other they plan to create a suitable fraud scenario to potential sufferers. In fact, the non- face to face fraud has the characteristic of occultation and high profitable. In addition, the perpetrators usually hide behind the Internet and due to the difference with previous traditional face to face fraud, it is difficult to detect and identify the non- face to face fraud perpetrators. Although in recent years, the government has been used the print and electronic media to advocate various fraud prevention methods and established fraud prevention departments such as the “165 anti-fraud hotline”, people still need to continuously receive updated scam prevention knowledge to increase their vigilance about fraud. Since previous studies about fraud prevention mainly focus on theories, we intend to use a composite multicriteria decision making strategy to understand the relationship between the related fraud factors of non- face to face and study how to avoid the risk of fraud via collecting opinions from experts in the field in order to bring maximum benefits to our society. In this research, we collect data from 15 police experts. They all worked in the field over three years and have experience of dealing with fraud cases. Through our explanation and the responses from questionnaires, we obtain the opinions of each evaluation criteria. Furthermore, we analyze the results via DANP get the relationship between factors and their influence weight. In addition, we apply VIKOR method to understand the right direction to improve the strategy of preventing fraud risk.
