This trend, accompanies with economic development, has caused environmental pollution and destroyed ecological systems, nevertheless. Algal reefs in the coastal areas of Taoyuan county has been formed for years, which should be treasured as a natural and rare landscape in Taiwan. This study, based on the views of environmental police, aims to evaluate industrial wastewater discharge and the protection of algal reefs in Kwanin and Shinwu areas in Taoyuan county. It discusses this issue from four dimensions—1. the mechanism of cooperation; 2. the mechanism of inspection and pollution control; 3. the technological monitoring; and 4. the ecological conservation and education. Through in-depth interview, four conclusions can be drawn. First, public and private sectors do not trust each other, which crash the mechanism of cooperation. Second, the mechanism of inspection has not functioned properly, which has no solution but to rely on the autonomous management of the industry. Third, the punishment over environmental crime is not harsh. Finally, the private sector is more enthusiastic than that of public sector in this matter. This study therefore suggests the following improvements—the unification of public and private sectors, the adjustment of the ways on inspection, the implementation of severe sanction, and the enhancement of ecological conservation and environmental education.
