Summary:碩士 === 開南大學 === 人文社會學院公共管理碩士在職專班 === 102 === Abstract After the recent “Jingjin Program” (The ROC Armed Forces Streamlining Program) and “Jingshih Program” (The ROC Armed Forces Refining Program) have been implemented, the emphasis on " fire " instead of " human " and the establishment of small- scale but strong-defense force are carried out to replace the old preparation of large number of troops; therefore, it caused the effects of surplus draftees in our nation. As the trend of modern warfare puts more emphasis on "performance focused” rather than "force focus" and the population structure in Taiwan is facing with the shock of “low fertility”, the future plan of human demand in national army renovation should be directed to high professionalism, excellent quality and long-termed army service so that to maximize the effectiveness of combat power. The military policy changing from "recruiting system" to "mercenary system" is not only the transition of democracy and the openness of social consensus diversity, but also the important policy in Taiwanese government and the most significant reform of national defense system in the history of military service. The effects are not only limited to the military dimension itself, but also including the use and distribution of national human and resources, and the upgrading and adjustment of legal system. In this study, the outcomes of carrying out Jingjin Program (The ROC Armed Forces Streamlining Program) and Jingtsui Program were used as examples in order to enhance execution of tasks and practice education training under the condition of reduced demand of human resources and facing the heavy tasks in Taipei Garrison regions. On the other hand, the assessment method to keep good quality of the training personnel and to make military police more robust in order to achieve "appropriate quantity, fine quality, strong combat power" loyalty of the military police. In this study, by the process of arranging "recruiting and mercenary system”, and comparing the organizational adjustment of military police in the future and the references related to the conditions faced in Taipei city after the military police units reduced, the key factors are explored to find out the impact of the implementation of national army “mercenary system” so as to have the awareness and acts to achieve the goal of "appropriate quantity, fine quality, strong combat power" while “mercenary system” is implemented in national army.
