Base station system construction project combines civil, electrical, tower, antenna, waveguide cables, rack cabinet, batteries, communications, network equipments and other related systems in order to plan, design and integrate based on radio frequency demand to achieve signal optimization and develop a communications system engineering technology. Base station system construction project involves large number of complicated tasks, such as building permit application, design plan, engineering sketches and advanced construction drawings, materials, equipments, design change and paperwork exchange between points of contact during project progression. These graphics and documentation tasks are part of contract fulfillment in the Product Life Cycle of a project. How to improve traditional paper filing in file cabinet in order to raise information re-utilization rate and reduce human resources cost as well as shorten project duration, in all has become an important issue for the business to promote e-transformation and e-innovation. This study introduces PDM system application in mobile communications base station project engineering and applies the concept and tactics of Concurrent Engineering to renovate business process. Integrate K Company’s base station project management process related information issues including graphics and documentation submission for review and operation process control and management problems. Bring the concept of concurrent engineering and project management knowledge into action to achieve needed information sharing between project objectives and specific implementation methods. Set up a base station project engineering knowledge database to include all design drawings, documentation and base station structure files of the project to facilitate base station engineering design team’s search and re-utilization, shorten graphics documentation processing time and further improve traditional engineering project control and management deficiencies while providing accurate and flexible planning to achieve target integration, reduce cost and resource waste, thus enhance construction quality and business competitiveness. This study introduces PDM system into K Company’s actual construction case study analysis and verification, through performance evaluation, K Company’s performance improvement is illustrated as following (evaluate base station project for a construction duration of 60 days): 1. Project cost saving of more than 15%. 2. Construction duration shortened by around 20%. 3. Construction revision rate reduced by around 20%. 4. Graphics and documentation re-utilization value around 50%. 5. Quality of graphics and documentation submitted for review improved by around 40%. 6. Documentation management and re-utilization handling cost lowered by around 20%. 7. Filing space and paper cost saving by around 60%. As a result, K Company’s competitiveness was significantly improved. This study may also being used as reference for mobile base station related industries.
