Local public figures have combined resources in local history, humanity, nature, or even have created resources to gather public power in order to meet the needs of community residents so as to create excellent life quality with prosperous prospects. Because Luer Community of Tainan is under the pollution caused by Tainan Tai-Chien Anshun Plant, destigmatization is urgent, so it follows the trend and participates in community empowerment recently. The existence of a nation has its historical stories; the development of a community should have stories of one’s hometown as well. Otherwise, young people tend to lose themselves in the world stage. Our government brought up the idea of community empowerment in 1994. It aims to promote community rebuilding, strengthen the publics’ will and consciousness to participate in public affairs, to build a bottom-up proposal action mechanism, and to build a sustainably growing community environment. This study researches the stories of Luer Community and the current sitution of its community empowerment and analyzes the problems Luer Community empowerment are facing and the solution strategies by ways of micro film shooting, literature reviews and in-depth interviews. Under the hard work of the Chairperson of Community Development Committee, Executive Secretary, Chief of Village and local residents, and the related public sectors over more than ten years, the community building in Luer Community has achieved remarkable success. It has initiated the enthusiasm of community residents to actively involve in local affairs. Because of constant interpersonal contacts in activities, local people have a closer relationship. As a result, humanities, property development, environmental protection, and environment landscape construction are valued. On the other hand, the difficulties in community rebuilding lurk. Through the research processes of problem finding by shooting, data analysis from interviews and providing suggestions, this study has found some problems Luer Community faces. They include: insufficient community consciousness, lacking of community empowerment talents, and lacking the abilities in community resources investigation and data management. Solutions to these problems include: school education, hiring external community builder, biology resources investigation management, data base construction, and cooperation among villages. Suggestions for future development in cultural aspect are ecological restoration and combination of local assets with biology tourism. Hopefully, sustainable management of community empowerment can promote humane economic, property development, create employment opportunities and attract young people to reflux and to activate the community vital force.
