Summary:碩士 === 銘傳大學 === 公共事務學系碩士在職專班 === 102 === In Janauary, 2013, the New Taipei City Government initiated a project, “ Happiness- Safeguarding Station ”, and started to cooperate with the four main convenience- store enterprises. The city government has been working with approximate 2000 convenient chain stores to find out more families at high risk and thus to give them the ongoing help and concern. As soon as this project came out, it has received a lot of attention from all walks of life. This research aims to discuss the innovative concept of the policy, the status quo of the execution, the interactions of the participants involved under the policy, the possible problems, etc. through the coordinated public and private viewpoints, the analyses of the literature, and the method of semi-structural interview. The data collected are analyzed by using the MAXQDA system in order to to find how the government and the convenience stores can cooperate with each other. The main findings demonstrate firstly that the idea“ Happiness-Safeguarding Station” was proposed by Mayor Zhu Lilun. Secondly, in the political network, Mayor Zhu Lilun plays the role of the policy entrepreneur of the constructive aspect while Deputy Mayor Hou Youyi plays the role of the policy entrepreneur of the executive aspect. Thirdly, “High Risk Management Service Center” plays the role of structure hole and fourthly,the four convenience store enterprises fulfill their corporate social responsibilities. The main findings of this research reveals the following results. 1. Innovation is not necessarily an invention. It can be the links of more current policies. 2. The complete complex integrity of networks consists of the networks from different levels. 3. The structure hole could be easily found in the networks of different functions. 4. The structure hole finder needs to have the prospect and the thought of creativity blueprint. 5. The government officials of law making and of the departmental egoism require the training of the policy entrepreneurs . 6. The existing government system shapes the rigid and non-feeling government. 7. The problem-solving government is the policy entrepreneur who is able to see and cooperate with structure hole entrepreneurs. 8. The effect of cooperative management in the individual organization will be seen in multiplicative effect, not in the additive effect.
