Municipalities are a local autonomous unit under Local Government System Act. In terms of the organization and adjustment of administration zoning, a neighbourhood has its own office and officer. In principle, each neighbourhood has one officer. Local autonomy is, in Dr. Sun Yat-sen’s view, the building block of a nation. Under this theory, this paper examines the role of neighbourhood officers in municipalities by referring to Taipei as an example. This study uses a literature analysis, interviews and observations as the research techniques to explore the following issues in in-depth interviews: (1) On the top of statutory responsibilities, what do neighbourhood officers do and why? (2) Are the roles of neighbourhood chiefs and neighbourhood officers differentiated? Is there a co-competition relationship between them? (3) How do neighbourhood officers drive neighbourhood affairs under the instruction of district chiefs? In this process, do neighbourhood officers conflict with neighbourhood chiefs and community heads? (4) What role do neighbourhood chiefs play in the context of city governance of municipalities? What influences do they have? (5) Do neighbourhood officers have different job descriptions in different neighbourhoods? (6) Are there any suggestions for the evolution of the role and responsibilities undertaken by neighbourhood officers in terms of their job scope? (7) How do neighbourhood officers interact with other community groups/organizations in the same neighbourhood? What role do they play? Observations by this study include journal logging and photography taking of the implementations to facilitate an analysis. This study applies three research techniques, collates and synthesizes data before the analysis. This study finds that neighbourhood officers have too wide job descriptions. The positioning of neighbourhood chiefs and neighbourhood officers is different. The ability to communicate and respond is critical for neighbourhood officers in driving the governance of the neighbourhood, district and city. In fact, neighbourhood officers have to combine their work with information in this digital era.
