ABSTRACT
This study aimed to investigate and evaluate the administrative management and implementing strategies of the sports activities integrated with sport clubs in elementary schools in Pingtung County. The study applies intensive literature reviews and a questionnaire survey. The instrument was first consulted and validated from related sectors witha total of 38 scholars and experts from the Ministry of Education, Sports Department at the National Sports Bureau, and the Counseling Project of Sports Clubs Construction. A systematic stratified sampling method was applied to the staff of elementary schools in each city and township of Pingtung County (including a offshore island village) as the targeted population, making it a total of 47 elementary schools, with 141 questionnaires distributed and 135 retrieved with a return rate of 96%.
The research results were as follows:
1. The current administrative management of sports activities combing sports clubs in elementary schools in Pingtung County consists of 5 factors and 23 standards or indicators. The 5 factors are organization and policies, financial resources, field equipment, professional teachers and curriculum implementation and integration of human resources .
2. Pingtung County elementary school physical activity combined with all the factors in sports clubs and schools should promote strategies, organizational culture and a goal, motivation and sports marketing. These include sports features, and promote the goal, with parents community urban-rural gap, performance evaluation, student interest, diverse projects, invitations together, principals and teachers participation, parental support, usage of pipes, observe the competition performances, counseling training and enrichment facilities, sports venues and equipment, totaling 14 indicators, all meet the desired standards of promotion strategy.
3. Out of he current assessment of the administrative management factors, the ones that most highly meet the standards were the professional teachers and curriculum implementation, followed by a minimum of human resources integration. The indicators for teaching were the highest, followed by professional ethics, the lowest was the budget.
4. to implementing strategies to assess the status of cultural factors and objectives for the organization of the highest, followed by motivation, a minimum of sports marketing; indicators up to offer together, followed by sports features, a minimum of counseling training.
5. Overall, Pingtung County primary schools had not yet meet the standards of the administrative management and promotion strategy.
