The purposes of this study were :1. to explore strategies infant care providers used in reading to infants, 2. to understand infants' responses to picture books, 3. to understand the viewpoints of infant care providers and parents regarding reading to infants, and 4. to examine the ways of promoting infants' book reading adopted in the Apple Infant Center. The methodology of data collection used in this study were observation, interviews, questionnaires, as well as feedback from parents. The results of this study are as follows: 1. The strategies the infant care providers used in reading to infants include inquiry and naming, connecting text to infants themselves or to life experience, encouraging infants to use senses to explore the contents of the book. 2. The ways infants respond to book reading include visual, tactile, language and emotional responses, such as gazing at illustration, smiling, making sounds, patting on books, biting the book, turning pages, pointing to the pictures, muttering or speaking single words. 3. Both the infant care providers and parents are affirmative about the significance and importance of reading to infants. 4. To promote book reading in infant centers can be done from several aspects, such as providing infants picture books with diverse materials and content, making picture books become part of environment, and incorporating reading activities into infants' daily routines; providing infant care providers professional growth opportunities to strengthen their infant book reading knowledge and skills; encouraging parent-child book reading, and providing resources; including infants' book reading in parental education. Finally, based on the results of this study, recommendations are provided for infant care organizations for zero to two, infant care providers, and parents. Furthermore, suggestions are made for future researches.
