Archives have become the first-hand materials of academic researchers. In addition to the National Archives Administration of the National Development Council, there are many archival repositories in Taiwan have started collecting archive for access. Although the Archives Act and other relevant laws or regulations have formulated the access and restriction policies, The archival repositories still have their rules for services. Users need to spend much time to understand the provisions of each repository to apply for access. This is difficult to understand by users so as to affecting the willingness of access archives. For this reason, this study through literature to analysis the access and restriction policies of domestic and foreign archival repositories. Through interviews, the opinions of archivists and users were analysed to propose some suggestions for reference. According to the findings, the suggestions included that Archives have to reduce restrictions for research use. The National Archives Administration has to propose the amendment of the Personal Data Protection Act. Digitized archive should be opened as soon as possible. Archives should extend the opening and services hours, or open on weekend. In addition, the limit of users’ age can be decided by the case of each archival institions. The expense of use fee can be discount for students. The archivists should pay attention on copy by foreigners to avoid damages orginal papers.
