Since the 921 Jiji earthquakes had brought tremendous loss, we need a complete evacuation strategy to reduce the harm and panic when disaster occurs. Therefore, evacuation routes and planning has become an important research subject. The disaster preventing routes used to be presented in two dimensions; however, we can achieve the virtual reality of disaster-preventing applications of the 3-dimensional cyber-smart city if we can combine the disaster preventing function with evacuation routes of the 3-dimensional cyber city together. This study takes southern Taichung City as an example, exploring the status of the population, and distribution of population, building, road system and status of shelters, thus gaining required data. Then use simulation and modeling software, Sketch Up, to perform detailed modeling. Combine the geographical information system to perform analysis and research of degree of danger of building and the disaster prevention routes, build up choices and digitalize the disaster prevention routes, helping the users to get to the safe shelters. Finally, combine mentioned information and transfer and edit the data, using 3D O’View as a presenting platform for the modeling and perform a 3-dimensional virtual reality simulation, and offer suggestions and advice based on it. By virtual reality, transferring 2-dimensional disaster prevention concept into 3-dimensional and hoping to combine the 4G network of smart phones and developing into a cyber-smart city in the future, helping users to be updated with latest news and the disaster prevention functions and evacuation routes planning of the 3-dimensional cyber-smart city.
