Imagine that the accident was happened along the coast of china, not Japan, the effect on Taiwan may be more serious. The huge accidents we have heard, like ChernobyI accident in 1986, Fukushima nuclear accident in 2011, represent that not only the residents near the power plant but also the people lived in neighboring country or the adjacent ocean may be affected by radioactive contamination. So far Fuqing and Ningde in China are the two nearest nuclear power plants outside Taiwan, the straight line distance between Fuqing ,Ningde power plants and Taiwan respectively are 215 km and 250 km, Taiwanese indeed bear the risk of nuclear accident overseas. By using contingent valuation method, acquiring the information by questionnaire, empirical results show that the willingness to accept is large. The astronomical sum of money tells us that constructing nuclear power plants has great external costs, if Taiwan and China can reach an agreement about compensation for transboundary nuclear accident, that could be a way to internalize part of external costs and provide a better protection for people lived in China and Taiwan.
