Summary:碩士 === 國立成功大學 === 建築學系 === 102 === In recent years, due to national economic growth and open import and export policies, the public’s ability to purchase vehicles and the ownership of passenger cars have increased rapidly, rendering passenger cars one of the necessary means of daily transportation. With the increased number of vehicles in urban areas, urban parking supply and demand is seriously unbalanced, which not only causes road traffic congestion and chaos, but seriously affects residents’ quality of life. The urban parking problem has become the focus of county and city governments for improvement. However, due to difficult financial situations with insufficient public budgets and funds, local governments are unable to solve the road parking management problems in the short-term. Therefore, this study aims to explore the possibility of utilizing the mechanism of private participation in public construction in order to implement intelligent roadside parking meters. Literature review was conducted to gain a basic understanding of the intelligent roadside parking meter, and discuss the current managerial situations, and relevant laws and regulations of roadside parking toll collection in Tainan City, in order to determine the existing problems encountered during collection. After determining the existing problems of roadside parking toll collection in Tainan City, this study conducted a survey on roadside parking problems in order to identify the key problems. Finally, financial analysis was conducted to determine the rationality of the results. Conclude the above research results, there are some conclusions mentioned below: 1. Bill issuing by the patrol inspectors of roadside parking is characterized by high labor force, high cost, and low benefit. 2. Intelligent roadside parking toll collection is fair and reasonable. 3. The private participate approach is highly viable.
