The thoughts of the connections and relationships of small and medium entrepreneurial and society with government from managers would be elaborated. The research method is qualitative and the methodology will be content analysis. This paper uses interview by designed main questions and interview the managers and directors of Taiwan’s traditional manufacturing industry SMEs. However, due to theory of qualitative paper, the questions will not directly asked by interviewer, it will start from common questions to more important questions. The methodology used was content analysis, which it is suitable for interview discussion analysis. It was recommended suitable method to analysis interview discussions. After the research analysis, the discussion of findings and academic implications, managerial implications, and contribution will be elaborated. Academic implications included filling the research gap in which many corporate social responsibility and business ethic related literatures fail to provide the reasons of traditional manufacturing industry companies choose to stay at edge or grey-area of the regulation and their interrelationships with the residents and society. This was proven to be more realistic than the studies failed to under taken. Managerial implications include some suggestions to the government agencies to undertake some gaps to ensure safe living and working environment. This research hopes to serve as a reliable study, source and recommendation for government agencies and company managers, which are undertaking social responsibilities and environment concerns. Many of the people does not fully understand the reasons that company managed to not fully follow the government regulations and misunderstand the value of traditional manufacturing companies. The study hopes to serve as a moral philosophy and bridge for more business ethic related literature in the future.
