For the inaccessibility to the solar photovoltaic related information and a limited research period, the research scope only includes State of California in the U.S., countries of Germany, Japan, and Taiwan. The photovoltaic policy plans and development courses of Taiwan and the selected countries were firstly analyzed. The related literature and data from public information of governments were collected and organized as the data and parameters utilized in real option model. Based on real option theory, wholesale solar photovoltaic prices of selected countries were applied to evaluate the value of the policy benefits. The differences in analysis results provide insights into the future development of Taiwan solar photovoltaic industry. The research results project that benefits of the policy are valued at 541,557.12 million dollars in Germany, 533,970.39 million dollars in Japan, 84,723.93 million dollars in California U.S.A and 39,030.29 million dollars in Taiwan.
