Summary:碩士 === 國立成功大學 === 政治經濟研究所碩士在職專班 === 102 === SUMMARY This dissertation was designed to explore “China’s Innovation of Social Management in the Cyber Wei-Quan”, with the events of “Wukan” and “Guo Meimei” as cases studies, using the case study method, comparative analysis method and discussions conducted by interview analysis. Its main objective: first, understanding network under the authoritarian regime, the impact and influence of China’s society and politics; second, understanding civil Wei-Quan of China’s society and Party-State Wei-Quan (Wei-Wen ) practice; third, learn how authoritarian Party-State regime of Government through the innovation of social management of responds to the challenges derived from cyber society and from the bottom up. Whether it is “Wukan” or “Guo Meimei” event, the China’s government finally exhibited to the public Cyber Wei-Quan demands, after the formation of public opinion, are willing to use public opinion to change public policy or regulations to help in the formation of civil society in China. INTRODUCTION Under the background of China’s Party-State regime and the rapid development of China’s Internet, civic consciousness of Wei-Quan is running high in China, Internet as the tool for Wei-Quan, which Make the cyber events appear constantly. And the China’s Government in order to maintain social stability and political power, but also actively use the Internet. In other words, on the one hand the public through Cyber Wei-Quan, on the other hand, forcing the Party-State Wei-Quan, manifested in the innovation of social management on the response of Cyber Wei-Quan events. MATERIALS AND METHODS In this study, “Wukan” and “Guo Meimei” events as cases studies, through data collection, collation and the empirical way of actual interviews, view China's innovation of social management in the age of Cyber Wei-Quan. In the age of Cyber Wei-Quan, cyber media as China’s public tools of contact and communication, whether in prosperous towns (Guo Meimei event) or in a rural village (Wukan event), so that each cyber user can be a variety of media to communicate and access information, to achieve the so-called public’s right to know, right to participate, right to freedom of speech and right to serve as watchdog of government policies. Highlights the positive bottom-up grass-roots cyber media continue to impact the original Party-State regime of social management, which responded to the technological determinism described in the literature review. RESULTS AND DISCUSSION Cyber Wei-Quan has contributed to the development of china’s Innovation of Social Management. Internet greatly weakened the extent of the state monopoly of information, for civil society, the Cyber Wei-Quan Movement has a catalytic effect. The Party-State regime for the practice of public Wei-Quan, but also to make a favorable Party-State Wei-Quan in their own way of maintaining social stability (Wei-Wen) and the innovation of social management to achieve the final goal. CONCLUSION The conclusions of this dissertation are summarized as follows: First, China’s citizen considerably using virtual space on the Internet and the Wei-Quan activism in the real world is closely embedded; Second, the China’s government for not involving political intentions of mass events, down public opinion to carry out reform and innovation in the social management; Third, the China’s Government on the event involving the character of the regime will take high-handed measures for the Wei-Quan and the Wei-Wen; Fourth, Under the network media is unable to control, China’s Government through the innovation of social management to reduce the impact on the Party-State regime; Fifth, China’s Government in the face of the pressure of public opinion from the Cyber Wei-Quan, to change the existing public policies or regulations to promote the Wei-Quan of the Party-State; Sixth, the Party-State government to promote the innovation of social management and contribute to the formation of civil society in China. Finally, faced with all kinds of Wei-Quan protests continue to emerge, most notably the China’s government in recent years in response to the policy or strategy is proposed “the innovation of social management”, the paper for the studies of two cases have done the actual verification. The Cyber Wei-Quan advancing the innovation of social management continued established policies, or just a few of cases. Subsequent researchers can continue to analyze and examine.
