Past research about environmental governance is very fruitful, but the lack of related studies knowledge construction for environmental governance. Therefore, this study focuses on knowledge construction analysis and discussion of the overall impact of environmental governance, and try to interpret different cases of environmental governance, whether the comparability of effectiveness. In addition, in the environmental governance process, the overall institutional framework for environmental governance also had a fundamental impact. For this reason, this study also explores the institutional framework for environmental governance may affect, and try to propose the future feasibility of proposals of institution reforms. Analysis of this study was mainly carried out for two environmental cases in Taiwan (Meinong dam and Tsengwen cross-watershed diversion) analysis and discussion on the construction of knowledge and institutional framework in this process were produced what impact, and thus produce the same or different environmental governance results. The results show that environmental groups can generate power to compete with the state through the complete process of knowledge construction. However, this conflict whether is causing good governance of environmental governance, it has also depended on shaped and constrained of the institutional framework.
