It has been pointed out that using Traditional Chinese Medicine may reduce the cost of Japan's older people's welfare policy. However, the relations between Japan and China drives China to stop the export of its herbs to Japan; and the prices of the herbs are getting higher. Hence the Japanese government tries to look for alternative sources in order to solve the problems. Two ways are taken: one is to plant the herbs in Japan, and the other is to buy or plant some herbs elsewhere. After rational choice, Japan chooses Myanmar to plant the herbs, and to import them to Japan. By doing so, Japan can get the herbs with cheaper prices, reduce the cost of older people's welfare policy, and to take care of the national interest of Japan.
