This study is based on the research objectives of Taiwan Power Company, using Delphi technique expert questionnaire, to explore the critical success factors of Taiwan Power Company's electronic billing system implementation, which includes the "organizational factors", "system functions factors," "safety factor "" media marketing factors "these four dimensions conduct research to identify critical success factors of electronic billing system to import. Look forward to the results of this study provide a better management of state-owned enterprises refer to state-owned enterprises to improve business performance, provide better service and a better quality of life for the country and the people.
