The research tool was structured percentage problems developed by the researcher. The research subjects were 148 sixth-graders from the three different areas of Chiayi County. The research findings are as follows: 1. The problem type of changing reference quantity is the most difficult problem for the students. The major mistaken problem- solving type is that students were not aware of the varying reference quantity. The second difficult type of problem is the unknown reference quantity. Students could not convert a percentage representation into decimal one and they thus failed to be successful in problem solving 2. Furthermore, the difficulty of non-routine problems is far beyond students’ cognitive level: for example, about the discount and giving preferential treatment problems, students could not utilize twice division operations to find the original price. Taking a fruit trading problem as an example, students were confused about damage quantity has come to 20% of the total and why does it still have the chance to earn 20% back. 3. The students from rural and the edge of urban schools had very poor performance, even their performance for routine problems were not satisfactory.
