Under the situation of climate change, effectively upgrading the efficiency of irrigation water is not only to secure the production and the safty of food, but also to increase the utilization of water resource. There are some restrictions on irrigation, like temporality and spatiality. Irrigating crops with proper amout of water at the right time is needed in the growing period. In order to know the tendency towards crop water requirement in irrigation district, Penman-Monteith is applied to estimate the requirement in this study. Also constructing the evaluation indicator of danger, vulnerability and risk based on the water scarcity rate and crop water requirement characteristic to analyze the water requirement of forty-three secondary irrigation canals in Tsengwen and Wusanto Reservoirs. According to the indicator of risk and vulnerability, the results demonstrate that the secondary canals in Madou, Jiaba, Dongshiliao and South are highly lack of water. In addition, the result of the risk analysis shows that these four secondary canals are the high risk districts. Therefore, water use and management of irrigation systems should be emphasized in these areas. Nevertheless, those secondary canals which are not lack of water and at lower level of risk in Jingliao, Xiajiadong and Kabuasua can remain the original irrigation plan. The run charts of danger, vulnerability and risk in this study could be references for Chia-Nan Irrigation Association and other related organizations to deal with irrigation water and water resource management.
