碩士 === 國防大學 === 戰略研究所 === 102 === This dissertation pays close attention to the importance of the implements of border’s management upon homeland security, and takes illegal immigration and smuggling in Taiwan as examples in order to demonstrate the reasons and courses of the two illegal activities at the present. Firstly, this research analyzes and compares how these illegal activities take place by the route of land, sea, and air and how they create threats to the homeland security. Secondly, it is discussed how illegal immigration and smuggling exert influences of the domestic politics, economics, and society over untraditional security in Taiwan. Finally, interviewing several scholars and public officials (include national police agency, national immigration agency, Coastal Patrol Directorate General) in the border’s management fields was conducted. By means of analyzing the interview data, it can be concluded as to why the threats to the homeland security and the weakness of border’s management happend, so to figure out the possible solutions.
