碩士 === 國防大學 === 運籌管理學系 === 102 === The Ministry of Education tried to assist all the educational administrative departments and schools to deal with the campus safety and hazards, also called the campus security events. The purpose was to protect the students and the campus. It was also to lower the probability of the hazards happened on campus. “The Campus Safety and Hazard Events Report Acts”, amended in 2011, distinguished the campus security events into eight categories and 125 sub-categories. According to the attribute and severity, the campus security events, can be divided into A, B, and C levels. The campus security events have been happening very often in recent years, which therefore the events makes parents and teachers feel uneasy. Furthermore, also make public query the campus security management process. In the thesis, I will delve into the process of the risk management identification and evaluation. It introduced the campus security management from the high schools in Taoyuan based on the Delphi method and hierarchical analysis method. The very first thing of the study is to draft a framework of the campus security hazard elements in accordance with the campus security categories from the Ministry of Education, and get the campus security management aspects and indexes based on the Delphi method. Second, I will use the hierarchical analysis method to calculate the weights of every aspect and index, which further makes the evaluation system of the campus security management constructed. Last, according to the risk matrix, the tolerance extent of the campus security hazards can be identified. With the research, I am firmly convinced that the results can be used or referred to by the associated units and all personnel related to the campus security management. Hopefully, the probable hazards happening everyday on campus can be lowered gradually.
