This study aims to investigate the current situations and circumstances of principal’s change leadership, teacher’s organizational loyalty and instructional innovation, and explore the interrelation among them. The research adopts questionnaire survey. The survey objects are elementary school teachers across Taiwan area. The study issued a total of 1030 questionnaires, with the return rate of 83.7%, among which there are 850 questionnaires valid. The data is analyzed by factor analysis, reliability analysis, descriptive statistics, Pearson correlation, multiple regression analysis and structural equation modeling. The findings based on the results of the research are as follows: 1. Elementary school teachers perceive principal’s change leadership well. 2. Elementary school teachers perceive teacher’s organizational loyalty well. 3. Elementary school teachers perceive instructional innovation well. 4. Elementary school principal’s change leadership and teacher’s organizational loyalty have a significant positive correlation. 5. Elementary school principal’s change leadership and instructional innovation have a significant positive correlation. 6. Elementary school teacher’s organizational loyalty and instructional innovation have a significant positive correlation. 7. The aspect "Establish a sense of crisis " in elementary school principal’s change leadership has a high explanatory power on instructional innovation. 8. The aspect "Be aggressive" in teacher’s organizational loyalty has a high explanatory power on instructional innovation. 9. Elementary school principal’s change leadership through teacher’s organizational loyalty affects instructional innovation, and teacher’s organizational loyalty has a partial mediating effect. According to the research findings, some suggestions are proposed for the reference of educational administrative units, Elementary school principals and teachers, and research staff engaged in future related researches.
