In addition, it collected andorganized related educational statistic data and the current laws and regulations to illustrate the current conditions of substitution teachers’ deputy teaching. Teacher education system has gone from a closed system to a open system, leading to the increasing number of associate teachers. However, Taiwan society has stepped into a low fertility society, new-born babies and the school-age population have rapidly declined. Schools at each level reduce number of classes and teachers, leading to the risk of unbalance of teacher market equilibrium. On the other side, local governments are facing financial difficulty, so that they often control and manage number of teachers and hired short-term substitution teachers to fill in the vacancy. Consequently, although it is hard for stray teachers to get a formal teaching occupation, they can have a short-term contract of employment, and therefore become flexible human resources in educational system. Nevertheless, in workplace, substitution teachers’ roles, right and obligation, status, and working condition and so on are very different from those of the formal teachers. Unstable job status and a sense of not being trusted have caused paradox and frustration in process of carrying out their educational ideals. Based on such contexts, this research interviewed members related to this issue, and assisted it with textual materials in newspaper and Internet to explore substitution teachers’ working experiences, the dilemma they face, and the approaches to work out the related problems. After organizing and analyzing research data, the author generalized the following results: First, formation of stray teachers is the result of dual influence of system and social changes. Second, stray teachers are laboring human resource flexibly planned by education units. Third, the lack of sound regulations make those teachers become deprived educational flowing labor. Fourth, in face of the injustice in the workplace, stray teachers have demonstrated positive or negative reactionary. Finally, the author attempts to make some crucial conclusions to related education units and research personnel. The author expects they can retrospect and think about the current structural problems, and modify education policy and regulations.
