Summary:博士 === 國立屏東教育大學 === 教育行政研究所 === 102 === The study purported to investigate the policies for special education of disabilities based on related laws of special education of disabilities in Taiwan and mainland China. A comparative education research model of Bereday was used in this study. The related laws of special education of disabilities in Taiwan and mainland China were involved to compare the similarities and differences between two areas in educational policy. Finally, this study proposed some suggestions for helping the development of special education of disabilities in Taiwan and mainland China. Results of the study were reported as follows: 1. The special education of disabilities and the related laws Between Taiwan and mainland China have some consistencies in the development process, but it was started earlier and with a higher degree of specificity in Taiwan; and started late, but then developed fast in mainland China. 2. Both Taiwan and mainland China have specialized laws and administrative dedicated units, but the position of the laws and the administrative dedicated unit in Taiwan are higher than those in mainland China. And the related laws for special education of disabilities in Taiwan have higher operability than in mainland China. 3. The spirit and trends of the related laws of special education of disabilities in Taiwan and mainland China have some consistencies with those of Japan, Russia, the United States, and Britain, but there are still some differences. 4. The development trends of the related laws of special education of disabilities in Taiwan and mainland China have some consistencies, but there are still some problems to strive to catch up with the world trends. 5. The development trends of the related laws of special education of disabilities in Taiwan and mainland China also have some inconsistencies and it is necessary for both two areas to promote and reform the related laws of special education of disabilities continuously in order to comply with the world trends. 6. By viewing the related laws of special education of disabilities in Taiwan and mainland China, it can be found that both two areas attach importance to the promotion and development of policies of special education of disabilities, but their emphasis are different. 7. Although the present status of implementation of special education of disabilities in Taiwan and mainland China is some different, but it showed that both two areas attach importance to the implementation of special education of disabilities.
