The most of the disasters were hydro-meteorological, such as floods, storms, drought, and slopeland disasters. Disasters included floods, slopeland disaster, typhoon, earthquake, and tsunami. The disaster vulnerability index framework for 38 administrative regions in Kaohsiung was studied. To screen the index, the Fuzzy Delphi Method was used and the index of consensus and convergence value were calculated. Assay values were used to establishment disaster vulnerability index for all Kaohsiung administrative regions. This index was constructed of 3 contents, 10 phases and 25 detailed items. Then, Analytic Hierarchy Process was used to calculated each level index weights and obtain disaster vulnerability assessment results. Accordingly, vulnerability classification of high, medium, and low thus could be categorized. There were 15 high, 16 medium, and 7 low vulnerability administrative Regions in Kaohsiung. The main reasons were the followings: high potential threats and historical loss of disasters; high exposure in social structure; the vulnerability could not be reduced when the disaster prevention and rescue had been performed by public sectors; low response ability due to lack of medical resources and low income level in remote towns.
