The main reason is that our CSRS benefits system. Although after several reforms, but compared to the general labor and other advanced countries of the civil servants, our system remains too short years of service, pensions too high. To investigate whether the relevant reform program would affect soldiers left the camp will. Total of 400 questionnaires were sent during the study period, 320 questionnaires have recovered a total of 308 valid questionnaires. After data analysis, summarized in the following conclusions: I. soldiers from different backgrounds will indeed set aside because of increased personal income rate, which will affect their intention to quit. 2.
