碩士 === 國立中山大學 === 政治學研究所 === 102 === Under the globalization, increased of the importance of international trade to Taiwan’s economic development, combined with democratization after the rise of domestic interest groups, have an impact on the country''s economic policies, government must consider comprehensive when planning on macro-economic objectives. Open US beef import policies should take into account not only the domestic and respond to the needs of the community, but also the pressure from United States Government put on, international norms and the nation’s achievement of economic policy itself. In the courses of this policy dispute showing Taiwan government preferred open cattle imports and through the relative autonomy of the nation showing the dominant American cattle open policy. This article through the further opening up of the US beef and Ractopamine residue criteria developed by the storm stirred up, deep understanding of the antecedents and consequences of US beef imports, and study the effect of the US beef import events relating to international organizations, agreements and domestic social factors. American beef importation involving food safety, health and environmental protection, to show determination to free trade and the national economy development, is not purely normative issues of food safety and to involve international trade developments and with the United States maintaining friendly relations between political and economic issues, so the government plays an important role. In the formulation of policies, facing the community as a build-up of opposition, with relative autonomy of the government, but in different situations will be the legislature, other powerful countries, international organizations and norms are weakened or strengthened.
