Although the government has designated marinas for yachts moored to be used by the tourist activities, it has been abided by the governmental bureaucracy, ineffective management organization, regulations, and policies, yacht building industrial and cultural and educational impacts. This had led to the Control Yuan’s investigation on December 31, 2009, with regard to "The Port planning, construction, expenditures, as well as the management and usage of marina” etc. The case involvement included the current yacht harbor management and environmental surveys in order to decentralize the administration and development which have resulted in the ineffective idle of yacht port. This study was initiated through documentary reviews, the Control Yuan investigation reports, foreign country cases, as well the in-depth interviews with governmental departments and yacht port activation. The objectives include the evaluation and analysis of the development direction of the appropriate yacht port. Currently yacht harbor authority management is known to suffer from the development of inappropriate regulations and policies chaos. This study conducted to assess the major Taiwan yacht environmental issues through the consolidated analysis that are summarized as follow: firstly the northern part of the yacht port is limited in the usage of time with only half of the favorable climate; secondly the outsourcing of operations are limited to the problems of cumbersome development process established by the southern yacht harbor leisure parks or recreation venues; third the yacht port faces the conflict usage of port dispute at the nearby fishing vessels , causing problems to the yacht or recreational vessels moored in the harbor; fourth the yacht port which is constructed at the national park is subjected to the restriction of marine protected area for the environmental protection and conservation. The involvement of national parks has made the yacht port to the relevant regulations of the port management, operation and development. Thus it has caused to the port poor operation, due to the yachting activities that conflict the marine environment; fifth the amalgamation of counties had resulted in serious impacts on the development and investment of yacht port to become unfavorable to the yacht harbor leisure park. Sixth the yacht cultural and educational ethos is not prevalent to effectively promote yachting activities. Although there are currently four schools open the yacht industry related departments, but they have not provided the complete counseling and career planning mechanisms affectively for the overall development of yacht tourism. Seventh the introduction of the special goods and services tax levies the yacht industry that impacts negatively the yacht industry development. In the analysis and evaluation of foreign cases, the yacht harbor department has a full responsible authorities and the management policy under special law to allow the direct application of operations required for the yacht club and port, to reduce conflict and dispute relevant to the development. The local tourism resources and yacht club host the norm of yacht teaching, competitions and activities. For example, part of the Asian countries (China, Hong Kong, Japan, and Singapore) has promoted in business travel and the movement toward recreation-oriented yacht activities; Europe and the North America (United States, Canada, New Zealand) involve in the athletic based pattern for the tourism and recreation yacht industry. How to improve the development of Taiwan''s yacht port to maximize its performance and enhancement on the yacht tourism industry, the recommendations in regard to the yacht development strategy of process planning are concluded as follows: Firstly we must review the current overall policy, by integrating the policy makers and management institutions into one host dedicated yacht port agency, and transferring the port to be vested in local authorities for the execution of yacht harbor management and development. Secondly the relevant norms and regulations of yacht harbor should be simplified, and the current outdated regulations to be dismissed, in order to prompting the hardware facilities yacht harbor that can effectively meet the needs of development. Third the market direction of Taiwan yacht tourism should adapt with patterns and cultural characteristics of local communities, as well with the international trend on yacht tourism. Fourth the yacht culture and education, school resources should be adapted in a complementary manner to corporate with civil associations to jointly promote the yacht activities. Fifth the yacht surtax levy should be removed from yacht service tax.
