Many of them have been closed, and the overall number is down to one third of their heyday. However, a survival of district hospitals is an important issues and related to the medical classification system and the allocation of resources. This study will examine the Shin-Hua Hospital after a new management team took over. Hospital organization is changed, so that labor division is more refined. The salary structure is changed, so that employees is more loyal. By implementing hospital process reengineering, the healthcare quality and hospital visibility are both enhanced. From the growth of the hospital''s operating performance point of view, the quality of hospital services is improved, by judging substantial growth of outpatient visits and 90% of the hospitalization occupancy rate; hospital financial was improved in the six months after the new management team implementing the reformations and the amount applied to National Health Insurance Administration is about twice as the same period of the previous year. Data show the implementations from the new management team can bring positive changes in the effect of operating management of district hospital of all aspects Due to the change of medical environment, district hospitals may encounter opportunities and/or threats in the further. The possible challenge may be health care policy change causing by NHIA financial difficulty and receiving medical population change due to aging and low birth rate. Recommend future direction of development in district hospitals should focus on the development of medical items at their own expense, the development of gerontology ─ adult rehabilitation and respiratory care ward.
