Event can be not only employed to shape the destination image, but also can be considered as a tourism attraction and plays an important role for the destination development and marketing planning (Getz, 2005, 2008). However, mega event may yield various short term and long term benefits and costs for the host area. Event is also considered commonly as the catalyst of development (Cornelissen and Swart, 2006; Jago et al., 2010). Mega event has different impacts and influences on the host city during the different time periods. Consequently, it could be a fatal blow for the sustainable development of the city and the tourism industry if the event was not planned, dealt, and managed appropriately. Taiwan had actively strived for the right to host mega events recently, such as World Games, Deaflympics, and International Flora Exposition. Taiwan also had successfully obtained the right to host the Universiade. The purpose of this study is to construct a detailed criteria and monitoring structure to decrease the negative effects of the mega event prior to the event. Literature review was used in this study to construct the indicator system of impact and sustainable development and to classify the specific time period of these constructs and indicators. Delphi Method was then employed to establish the indicator system of the event impact and sustainable development, including social, economic, and environmental constructs, and their subordinate 17 sub-constructs and 56 evaluation indicators. Finally, the Analytic Hierarchy Process was utilized to calculate the weights of these constructs and indicators. Results and suggestions were then proposed for countries or cities that host the mega events as reference to achieve the goal of sustainable development.
