A lot of facilities applied for accreditation. However, there were only 71 facilities obtained the certification till the end of September in 2013. About 200 facilities couldn’t past the exam. Environmental Protection Administration offered the counselling program for them, and provided professional services to assist them. Through the counselling program, researcher collected the resources by using document analysis, field survey, and interview methods. And analyzed 12 facilities’ issues in the certification process, the guidance needs, and the influences of the facilities, by examining the four dimensions: “facility”, “people”, “program” and “operation”. Results showed the issues in the certification process were: the curriculum programs couldn’t express the environmental education connotation, the environment education teacher was only nominal, financial planning didn’t reflect the actual situation, and the teaching sites had improperly arrangement. The guidance needs were: modified teaching programs, increased the number of counseling, provided personnel certification information, and modified the “Management Strategic Plan”. The influences of the facilities included four dimensions: actively involved in personnel certification, increased partnership, re-planned of the teaching course, output of the new lesson plans, changed in the financial planning, and considered the environmental impact. The researcher suggests the counselling team to build counseling contents for different facilities, and solve the common guidance needs by using the briefings or workshops. Environmental Protection Administration could establish a communication platform for the counselling teams to save human resources, and to increase effectiveness of counselling.
