In particular, in Taiwan, there have been many arguments happened between police officers and the public from the news reports.This definitely has negative impacts on the image of police officers, nence affects people's evaluation to the government. Whenever Police officers use their coercive power, especially when performing“road check” in the name of the government, it may affect the human right of citizens directly. Is it likely if police officers can meet people's expectation toward human right while practising road check?That is, this is an important issue. Therefore, this study mainly focuses on the issue if the police officers violate human right protection when performing road check.The paper will clarify the scheme for protecting human right,and provides som suggestions for police administration to refer when performing road check. The research adopted “Interview”as tool to survey seven police officers randomly select, ten citizens and two selected scholars. The contents of interview had been filed and analyzed afterwards; it had been compared with relative literature and inspected from both the perspective of regulations and practice as well. It is expected that suggestions of this research may provide police administration relative regulations and revise for road check to reach the intention of both public security and human right protection.
