Though it had been implemented for over 13 years, but compared with other countries still had room for improvement. With to the continuous global catastrophe in recent years, which the Tohoku Earthquake in 2011 brought the most serious lost to global. However, in such disadvantage situation, the Japan government still able to recover rapidly, and the processing of the earthquake insurance claimed efficiently. It makes other countries are all surprise by the efficient of the Japan government’s disaster management. In contrast, after the 921 earthquake 1999, Taiwan government began to promote the earthquake insurance actively; the flat rate annual fee is NT1350, but the insurance coverage is not high enough, the Additional conditions for compensation is hard to reach, and to various types of buildings, the reparation may not meet the disaster losses. Since the 921 earthquake, it never happen the earthquake of such scale in Taiwan, and the Taiwan government didn’t have related experience to deal with such massive disaster losses. This paper is reference to our neighbor Japan government’s experience and related countermeasures, examine whether the Taiwan’s earthquake insurance system can meet the insurer’s need or not when the disaster happen, and compare the insurance system、insurance procedure between Taiwan and Japan, for the further improvement of the earthquake insurance system in future. The results of this study show that it is very similar to deal with claim procedures of the earthquake disasters in Taiwan and Japan. Both of them are Integrated by TREIF and JER and cooperate with the governments and various insurance companies. The study also refer to insurance system of earthquake in Japan. In comparison with the advantages of the two systems, provide the temporary basic security ,the accommodations of NT $ 200,000, for victims in Taiwan and classification system of claims in Japan is better.
