| Summary: | 碩士 === 國立臺灣海洋大學 === 海洋法律研究所 === 102 === The two sides of the Strait designated Kinmen and Matsu as important areas of military strategy from 1949, which is an unprecedented political situation for us.
Mini three links" on a trial basis since December 25, 2000 has broken the isolated situation of the years while mutual has no contact between the two political parties. The implementation of the "mini three links" not only finally has shown a chance of survival for Matsu after being under the military control of the long-term but also let the ruling authorities takes pride in the achievement in the mainland policy.
We can observe the economic similarity between Taiwan and the mainland or Matsu and Mawei. The economic relations cross-strait were cut because of the Cold War, Taiwan had turned to the United States to seek export markets, As the the Kinmen and Matsu must rely on the Taiwan Garrison consumption to sustain economic growth, both has a detour situation. Since the end of the Cold War, the rise of the mainland market will definitely has an impact on the original structure of the economy. The dependence and partnership of Taiwan and the Mainland has been deepening day after day. The greatest significance of implementation of the "mini three links" is to promote the tourism and commercial vitality of the outlying islands, and to promote economic prosperity of the Islands,normalize the trade between the outlying islands and the mainland areas, reduce the crime rates in the outlying islands, promote cross-strait security control and positive interaction between people. Improve cross-strait relations to achieve the integration of cross-border between Matsu and Mawei. Contributed to the change and adjustment of the strategic role of island Matsu. But this research only takes Matsu island as an example, researcher trys to complete the following research purposes from the integration of the theoretical framework of thinking.
1.The study of historical background, policy planning statement of Matsu "mini three links" , the current status of implementation and the review of the defect.
2.The influence of Matsu "mini three links" on immigration security, cross-strait relations, political, economic and social levels.
3.How Matsu "Mini three links" has affected the economic development of Matsu , the role in the future of cross-strait interaction process and arrangements.
4.Hope that this study provides the relevant units of reference on the future development of mainland policy.
This study found that the "mini three links" is still mostly a political measure of the central government in order to express an political attitude. On the contrary, Matsu Lianjiang County treats the "mini three links" as local governance. There is a huge difference on the purpose between the local and central government. This study has a focus on immigration control ,discuss Matsu "mini three links" looking forward to deal the dual pressures of political and economic considerations. The trial of Matsu "mini three links" has met the expectation of local residents on regional security, economic development. The purpose of this study is to find out the differences and solutions. In this thesis, the focus is not to comment on the central or local government policy, but rather to explore the truth of the practice of the policy. Hope that the dedication of personal can do little help to the development and vitality the Matsu area ,by a practical and theoretical combination.
