Although bulk shipping is a worldwide industry, the diverse factors that influence the IMD of bulk shipping industry have not been well discussed in empirical studies. However, not all bulk shipping companies easily lead the foreign markets unless they attain the competitive advantages. Given that IMD strategy involves in multi-dimensional aspects, decision makers must consider the complicated relationships among the factors when determining the strategies to enter the foreign markets. Therefore, this study constructed an analytical network process (ANP) model to evaluate the relative weights and priorities of the factors in developing the international markets for bulk shipping industry. First, the research sorted out the relevant literature on the four dimensions and twenty sub-criteria on IMD. Second, an ANP approach is adopted to calculate the local and global weights throughout the networking relationship of the factors with Super Decision software. Finally, by identifying the top three factors and incorporating them into corporate strategy. The results of this study show that “market strategy” is considered as the most important dimension. The next are “environmental characteristics”, “organizational readiness”and “internationalization”. By analyzing the dependence and feedback relationships among dimensions and sub-criteria of international market development, the relative weights and priorities proved the better direction for the executives to make decision when realizing benefits in international environments.
