We can control the key factor for holding safety tendency of ship movement . According as heading / distance (the distance between ship somewhere will maybe collide with something during the ship movement) / specific-rate (ω/v angular velocity divided by ship speed) ,we can judge whether the tendency is safety. Continue monitoring and keeping the specific-rate within the limits of the number against the distance/heading for safety tendency by all means. Against strong winter monsoon of Taichung port, the port provide wide waters for handling . Against entering the port during strong wind of winter monsoon, the pilot usually ask captain full speed for pilot boarding. Some captain doesn’t follow the advice and made ship speed about 3kts for pilot boarding. Sequential dangerous situation even collided with north breakwater due to negligence rudder effect in proportion as the square of speed . According to 6 data of Automatic Identification System (AIS), we can calculate the tendency of ship movement. We may get the value of safety distance for the tendency. The method can be proved via the calculation of the case of accident. The value of safety distance can be known three minutes before the event.
