Among the total capital, 88.24% is under 5 million dollars, and most of it is gathered in Greater Taipei area (Taipei City and New Taipei City). In view of this, this study starts from the needs of spaces in cultural and creative industries, and focus on the micro-cultural and creative industries thatnot only defined but based on “The Cultural and Creative Industries Development Act”. The development of UrbanCore Art Block (Zhongzheng District, Taipei City) has been taken as an example not only to define the cultural industries and the positioning of cultural and creative industries, but also to investigate the process of its immigration, to understand its needs for spatial types, and further to examine the present associated laws as well as policies regarding offering spaces to the cultural and creative industries. Eventually, the comparison has been made between the real situation and the policies to find out the expectation, frustration, and interaction, so as to make suggestions to create a better environment of the cultural and creative industries. The result of this research is listed as the following: 1. The cultural and creative industries is apt to be defined only as the issues about business, interests, and benefits, resulting in those non-benefit organizations' failure to fit in the contemporary related laws. 2. The non-benefit organizations with cultural art or cultural creativity should require new positions in the law status. 3.
