| Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系 === 102 === In the 1980s, the public sector is facing financial difficulties. The government budget deficited, the public sector can’t work effectively. Within the period, there were different kind of non-profit organizations prospered in every corner in the world, such as environment, art, culture, science…and so on, these non-profit organizations became a role of government. They provide a service to people in the social welfare service. The relationship between non-profit organization and local government has become an issue in public administration.
The bureaucracy of government had an idea that working with the non-profit organizations can decreased the cost.The government try to have a partnership in public-private approach. Sometimes the collaboration will become a diversity problem. It’s concluded with different political powers, administration, local governments’ plan, also the budget every years.
Nonprofit organizations not only provide the service to a specific target group of public services , but also to satisfied with the citizen’s demand. These organizations are part of the voluntary organization , so the members of the organization structure, the level of funding, and other operational difficulties may have adverse , need government to help or to give some resorces.
But not all public and private third-party relationship is going well , there may encounter difficulties in implementation . This paper would like to discuss the Taichung City Government ‘s collaboration with non-profit organizasion in tha case of Food Bank , allowing us to take the relationship to the success of third- sector , so that public service level is more extended , the target of people can get more services.
The role of non-profit organizations, is no longer simply the private sector, but gradually became co-operation with government departments to provide public service objects. Outsourcing and the transfer of administrative business, government power on the surface appears to be receding, but in essence it is the government's way through the outsourcing contract, the scope of government administrative services to nonprofit organizationis is intended. Nonprofit organizations in exchange for contract services to survive, may distort the original autonomy, and actively cooperate with the government's business, which deviates from the purpose of the organization was established.
