By using the public bicycle system, users could not only save the cost of bikes purchasing but also complete their short trips; moreover, as a feedering mode, the public bicycle system could provide citizens a convenient way to approach another kinds of public transportation systems. Therefore, the public bicycle system has become a popular green transportation all around the world. The Taipei City Government launched the Taipei Public Bicycle System (YouBike) in 2011, and the number of users is increasing year by year. However, so far the underlying motivation which drives people to use YouBike is still unclear. Therefore, the aim of this study is to understand the real factors attracting people to use YouBike; furthermore, for the expanding of the public bicycle system in the future, the results of this study could also offer the city government some useful information. In order to completely understand and predict the motivation force of using the public bicycle system, the study, based on the Theory of Planned Behavior (TPB) and several previous studies about the users’ intentions, used additional associated variables. Moreover, we used dual ways to collect the data: surveys either gathered from the Internet users or collected from the pedestrian. By analyzing the samples, we built up the structural equation model of individual’s intention according to the related method. The results show that habits, the environment satisfaction of public bicycle system, attitudes, perceived behavioral control, weather and terrain resistance, green identity, and perceived mobility necessities could have positive impact on using the public bicycles; on the other hand, subjective norm could have negative effects on individual’s intention. Taken together, based on the results of this study, for the sake of promoting user intention of YouBike in the future, improving the integrity of the traffic facilities, constructing the shelters against wind and rain along the bike paths, and enhancing people''s eco-friendly concepts could be considered to enhance the individual intention toward using YouBike.
