The investigation reveals that 4 transmission branches and 16 distribution branches do not have productive efficiency. And among them, 2 transmission branches and 11 distribution branches do not have technical efficiency also. All of these branches should take effort to reduce their quantity of facilities to improve efficiency, and 8 distribution branches could also increase their electricity sales. None of transmission branches is under decreasing returns to scale. And the smaller distribution branches tend towards increasing returns to scale, but the bigger distribution branches tend towards decreasing. The investigation suggests that part of the regional electrical grid expansion plans could be held or canceled, and some of the systems could be split or moved between the branches to promote efficiency.
