Therefore, the service of scheduling short-term human resources of manpower is appearing. By applying the qualitative research method, the present study reviews some domestic and international literature on organization justices and workplace friendship and applies in-depth interview with several contractors that are in charge of property and facilities management services in foreign enterprises in Taiwan in order to have a better understanding about the job motivation generated by the interworking factors of organizational justices and workplace friendship. The researcher aims to find out the way the property and facilities management contingency staff looks at their temporary employment agencies, how they are treated at user enterprises and what the social interactions and interpersonal factors are. Moreover, one of the purposes of this study is to explore the contractors’ perception of fairness is developed through the comparison and contrast with the permanent employees at the domestic work outsourcing agencies or with the staff at temporary staff recruitment agencies; does the comparison and contrast influence their job motivation? The study also exploits the job seniority, job content and job analysis information of the property and facility management staff in order to know the reasons why the contingency staff chose this temporary job. Except for comprehending the status of majority user enterprises, the observation on the factors of organizational justices and workplace friendship that affect contractors’ job motivation is also presented. Based on the results of this study, recommendations to temporary staff recruitment agencies and domestic work outsourcing agencies human resources management organization regarding to the working field of property and facilities management are also provided. It is believed that further studies on the types of contractors and industries will be beneficial for understanding the structural differences of dispatch types from domestic enterprises. Besides, from the points of view of both user enterprises and employment agencies, more analyses on the long-term contractors’ expectation of user enterprises organizational justices and their development of workplace relationship are needed.
