This study is intended to discuss the relationships about the information volunteers’ motivations of participation, learning experiences and the persistence of participating voluntary services in a successful DOC. The information volunteers with persistent, enthusiastic voluntary services were recommended by the on-site staff of the DOC. Using the method of snowball sampling, the interviewer kept on interviewing other information volunteers that have the same characteristics. In this study, thirteen volunteers were interviewed altogether. The period of participating voluntary services for each person was 3-5 years, and the age of each person was ranged between 30 and 55. According to the detailed descriptions of the thirteen volunteers, the interviewer can realize the volunteers’ motives of taking part in voluntary services, their learning experiences, and the factors of persistent participation. So the main purposes of this study are as follows: 1.This research intends to foremost explore the value structures behind the information volunteer’ reaction to the DOC value system by means of qualitative means-end theory and content analysis. 2.This research intends to establish a thorough Hierarchical Value Maps (HVM) based on viewpoints of the volunteers, and which can indicate a track of value system in the volunteer’ mind. 3.According to the findings, this research develops specific propositions and future recommendations. The results of interviews categorized by content analysis were drawn into HVM with five ,“warm relationships with others”, “quality of life”, “self-fulfillment”, “capability” and “sense of accomplishment”, most important linkage paths. The majority in the volunteer consider that “warm relationships with others” and “quality of life” are two greatest value indicators among value systems behind the communities’ reaction to the DOC.
