To work in conjunction with these policies, city or county governments have been actively looking for space that has already fallen into disuse but is still of great historical significance. The space is expected to be transformed into cultural space by means of revitalization and reutilization. At the same time, the public’s sensibility and creativity are inspired through the process of spatial reengineering, and they are encouraged to get close to arts, thus stimulating the cultural and economic development of the region. The subject of this study is the Soulangh Cultural Park, transformed from an obsolete sugar refinery. By conducting literature review and in-depth interviews related to the reutilization of unused space, the Park’s past and present statuses were reviewed from a historical perspective. Then, Soulangh Cultural Park’s operational development during the transformation and its relation to regional development were discussed. Moreover, through the in-depth interviews with local industrialists, government officials, and scholars, it is expected that the status quo of the Park in terms of its operational development and connection to regional development, as well as the problems it is facing, can be understood. It is found in this study that the pre-requisites for successful operation of the Park include not only the emphasis on spatial planning, but also consideration of community participation and the public’s needs. Therefore it is recommended in this study that: 1. Multi-dimensional operations should be adopted by taking advantage of the regional characteristics; 2. Public participation should be encouraged by making good use of marketing strategies; 3. Operational strategies that integrate with the schools’ promotion of artistic and cultural activities should be adopted, in order to ensure a steady and healthy growth of the Soulangh Cultural Park.
